World Heritage and Sustainable Tourism: Opportunities for the Local Community from the 2030 Agenda

Abstract

This essay addresses the challenges of managing UNESCO World Heritage sites in the face of tourism development. Its central thesis proposes that sustainability can only be achieved through a paradigm shift towards «creative tourism», where local communities move from being passive recipients to becoming active managers and direct beneficiaries of their heritage. The original contribution lies in the analysis of cases such as «cultural hotels» and the experience catalogs developed by UNESCO Mexico as governance models that operationalize the Sustainable Development Goals (SDGs) of the 2030 Agenda adopted by the United Nations.
